2014 Keynote Speaker

Chandra Brown | Deputy Assistant Secretary for Manufacturing, International Trade Administration  

Ms. Brown brings many years of private sector manufacturing experience to the Commerce Department. Prior to joining the Administration, she worked for Oregon Iron Works, where she most recently served as Vice President and Chief Executive Officer of its subsidiary, United Streetcar, the first U.S. manufacturer to create a modern streetcar in more than 60 years. She was appointed to the U.S. Manufacturing Council by former Secretary of Commerce Gary Locke in 2010 and served as its vice-chair. Ms. Brown has received numerous awards, including White House Champion of Change in 2011 and the Right Stuff Award from the Apollo Alliance in 2010. She was named one of the 50 most influential Portlanders in 2012 and received her Master of Business Administration from Miami University in Oxford, OH.

2014 Speakers

Charlie Allcock | Business Development Director, PGE  

Charlie Allcock

He was a member of the 2010 Japanese American Leadership Delegation (JALD), spending ten days in Japan in meetings and information exchanges with Japanese leaders in government, political, business and non-profit sectors. A graduate of Oregon State University, he resides in Portland with his wife, Kathy, and three children. In his spare time, he enjoys travel and photography.

Jeff Allen | Executive Director, Drive Oregon   

From 1996-2006, Jeff served as Executive Director of the Oregon Environmental Council. Under his leadership, OEC nearly quadrupled its budget and staff while strengthening its reputation for creative, collaborative problem solving and effective advocacy.
Jeff's has also completed environmental policy projects in Europe, at the state level, and with national non-profit environmental groups including the Center for Clean Air Policy, the Environmental Law Institute, and the Union of Concerned Scientists. He holds a Master's degree in public policy from the Goldman School of Public Policy at the University of California, Berkeley and graduated Phi Beta Kappa from the University of Michigan. Jeff enjoys cycling, fishing, wine, and spending time with his wife and two children.

Matthew Barth | Professor and Director, University of California Riverside, IEEE Intelligent Transportation Systems Society President

Dr. Barth is active with the U.S. Transportation Research Board serving in a variety of roles in several committees, including the Committee on ITS and the Committee on Transportation Air Quality. He was awarded the TRB Pyke Johnson Award for TRB outstanding paper in 2007. In 2011, he was one of the winners of the Connected Vehicle Technology Challenge sponsored by U.S. Department of Transportation's Research and Innovative Technology Administration (RITA). He has also served on a number of National Research Council (NRC) Committees. Dr. Barth has also been active in IEEE Intelligent Transportation System Society (ITSS) for many years, where he is currently serving as the IEEE ITSS President for 2014-2015.

Robert Bertini, Ph.D. | Department of Civil & Environmental Engineering, Portland State University  

Bertini is a sought-after teacher, advisor, lecturer and facilitator. He has taught Introduction to Civil & Environmental Engineering, Introduction to Transportation Engineering, Urban Transportation Systems, Intelligent Transportation Systems, Public Transportation, Transportation Operations, the Civil Engineering Capstone Design course, a weekly Transportation Seminar series (400 streamed and archived seminars since 2000) and a study abroad course on multimodal transport infrastructure. Bertini has published many journal articles, conference proceedings, book chapters and technical reports. He is the faculty lead for the Portland Sustainable Transport Lab, chairs the Transportation Research Board (TRB) Committee on Traffic Flow Theory and Characteristics, will be serving as the Chair of the TRB Operations Section (covering 13 committees), and received a National Science Foundation CAREER award. He has supported student groups such as Engineers Without Borders, the Institute of Transportation Engineers, the American Society of Civil Engineers and Tau Beta Pi. A French horn player and former city planning commissioner, Bertini earned a B.S. in Civil Engineering from the California Polytechnic State University, San Luis Obispo; an M.S. in Civil Engineering from San Jose State University, and a Ph.D. in Civil Engineering from the University of California at Berkeley.

Linda Bluestein | National Clean Cities Co-Director, Department of Energy  

Before government service, Linda consulted with VT managers on fuel and vehicle-related programs. In this capacity, she worked with DOE to establish the first National Alternative Fuel Hotline, the Clean Cities Hotline, and worked with the National Renewable Energy Laboratory on the Alternative Fuels Data Center. She has more than 25 years of experience in the alternative fuel area and has a Bachelor of Science degree from the University of Illinois Champaign-Urbana and certification in regulatory and legislative studies from the Kennedy School of Government and Georgetown University.

In private practice, he specialized in litigation involving NEPA, the Clean Air Act, and the Clean Water Act. He managed environmental and appropriations issues for Rep. David Skaggs (D-CO) until 1998, then worked in the Solicitor's Office of the Department of the Interior through 2002. Mike holds a law degree from Lewis and Clark College and a bachelor's degree from the University of Colorado — Boulder.

Prior to joining the Commission in 2007, Mr. Graff was an Associate Scientist at Tellus Institute in Boston, where he helped create the Global Reporting Initiative, now the global standard for corporate sustainability reporting. Mr. Graff earned a Master of Public Affairs and Urban & Regional Planning degree from the Woodrow Wilson School at Princeton University.

Richard Hanley

Richard is a National Academy of Science (NAS) member and serves on multiple Transportation Research Board (TRB) committees, including the Committee on Alternative Transportation Fuels and Technologies and the Committee on Transportation Energy. He is an American Society of Civil Engineers (ASCE) member and serves on his town's Clean Energy & Sustainability Task Force. Richard received both his B.S. in Civil Engineering and M.B.A. from the University of New Haven, and is a licensed Professional Engineer in the State of Connecticut.


Rebecca Harsh Knox | Director, Retail Energy Policy, Edison Electric Institute  

Her focus was on long-range strategic practices and procedures for the utility's residential, industrial and commercial customer segments. Through her role at LG&E;/KU she led her department in customer relations and information, market research, and new product development. Rebecca was also instrumental in improving the utility's low-income support programs. Prior to her work at the utility she was as an attorney for the City of Louisville.

Ashley received the Environmental Studies Award for Outstanding Research for her research on the Northwest Forest Plan, where she developed and fostered positive working relationships with internal and external stakeholders. Prior to this, Horvat conducted field conservation biology as a research assistant with a 17-member field crew on a research vessel and in the University of Victoria whale research lab in Flores Island, British Columbia.

Michelle has been interviewed on numerous TV and radio programs, and has been quoted by outlets including the New York Times, Los Angeles Times and the San Francisco Chronicle. Prior to joining Environment California in 2011, Michelle was Deputy Director of Crude Accountability, an environmental justice organization she co-founded in 2003 that advocates with communities negatively impacted by oil and gas development in the Caspian Sea region. She holds a graduate certificate in Environmental Policy & Management from the University of Denver, and a BA in International Studies and Russian from Washington University in St. Louis. She lives in Redondo Beach, CA.

Steve Novick | Commissioner, City of Portland  

Steve joined the Portland City Council in January of 2013. Portland has a curious form of government in which the Mayor assigns Commissioners to oversee City Bureaus. Mayor Hales assigned the Transportation Bureau to Steve. As Transportation Commissioner, Steve inherited a bureau with a history of innovation and success in active transportation policy, with a strong commitment to equity, walkability, and bikeability; a solid partnership with Tri-Met, the regional transit agency; and a terrific staff, which soon grew to include a new Director, Leah Treat. The bureau also faces a massive maintenance backlog, miles of unpaved streets, more miles of streets without sidewalks, and something of a "bike backlash" stoked by increasingly conservative local media. Steve believes that the future of transportation depends on our ability to make connections — both in the sense of strengthening our partnerships and articulating key connections for the public. Steve takes every opportunity to point out how much Portlanders spend on cars and health care, and how improved transit and active transportation can reduce those costs. Novick, a former longtime Sellwood-Moreland resident, now lives with his fiancée, Rachel Philofsky, and their Welsh Corgi, Pumpkin, in the Multnomah Village neighborhood.

In 2011 Peter advised the Board of Governor's of the Province of Noord-Holland to set-up of the largest e-Mobility region in the world: Amsterdam Metropolitan Region (MRA-Electric), which he coordinated in 2011/2012. He has given numerous (international) presentations on EV introduction and he has written various publications including two books on this subject. Peter is a native of The Netherlands with Engineering degrees from Wageningen Agricultural University (BS, 1986; MS, 1988) and a PhD from The Ohio State University (1992). In 2010 he completed a mid-career Master of Public Administration at the Dutch School for Public Policy. In his (rare) spare time Peter enjoys to watch movies with his daughter Raïsa, a law student and to play soccer with his son Yoeri, a high school student.

Wim Wiewel | President, Portland State University  

Wim Wiewel He has served as chair of the Coalition of Urban Serving Universities and is currently the chair of the American College and University Presidents Climate Commitment, as well as a board member of many other local and national organizations. Wim Wiewel holds degrees in sociology and urban planning from the University of Amsterdam and a PhD in sociology from Northwestern University. Prior to coming to Portland State, he was provost and senior vice president of Academic Affairs at the University of Baltimore, where he led efforts to broaden the university's role in the city's revitalization. Previously, Dr. Wiewel served as dean of the College of Business Administration and the College of Urban Planning and Public Affairs of the University of Illinois at Chicago, where he helped establish the Great Cities Program and the Center for Urban Economic Development. Besides the aforementioned books - and other books - he has authored dozens of articles in such publications as Economic Geography and the Journal of the American Planning Association.
