Kate Brown | Governor, State of Oregon
With more than 25 years of service to the people of Oregon, Kate Brown is well-prepared to serve as Oregon's 38th Governor, making government more accountable and standing up for working families. From 2008 to 2015, Brown served as Oregon's Secretary of State, where she was a leader in increasing government transparency and accountability. In that office, Brown oversaw an Audits Division that identified millions in savings by increasing government efficiencies and rooting out waste. She streamlined business registration and licensing by implementing Business Xpress 'stop shop' that enables business owners and entrepreneurs to establish and run a business in Oregon without getting bumped around from state agency to state agency. Brown successfully implemented an online voter registration system, which made it easier for Oregonians to register to vote and saved taxpayer dollars. Oregon received national recognition for Brown's work utilizing technology to make it easier for active-duty service members and people with disabilities to vote. ▼
Prior to serving as Secretary of State, Brown served for 17 years in the state legislature: five years in the Oregon House of Representatives and 12 years in the Oregon State Senate. In 2004, Brown made history when she became the first woman in Oregon history to serve as Senate Majority Leader, after being elected by her colleagues. During her time in the legislature, Kate Brown led efforts on government accountability and reform. In 2007, she successfully spearheaded legislation that The Oregonian called the "state's most sweeping package of ethics reforms in 34 years." And she led a bipartisan group of legislators to pass Oregon's most significant campaign finance reform law in a generation, making campaign contributions more transparent than ever before by creating an online database for campaign finance reporting. As a leader who has always been on the side of working Oregon families, Brown successfully helped pass Family and Medical Leave, making Oregon one of the first states in the nation to allow parents to stay home with their sick children without fear of losing their jobs. She also put Oregon on the map as the first state to require insurance companies to cover annual breast exams for women over 18 as part of preventive health care screenings. Brown has also been a longtime leader in advancing civil rights and marriage equality. In 2007, she helped to pass the Oregon Equality Act, a civil rights law that prohibited discrimination in employment and housing on the basis of sexual orientation. And Brown was instrumental in passing Oregon's Family Fairness Act, which legally recognizes committed same-sex relationships as domestic partnerships. Prior to running for public office, Brown practiced family and juvenile law. She taught at Portland State University, worked with the Juvenile Rights Project and co-founded the Oregon Women's Health and Wellness Alliance, which has been leading efforts to support women's health for more than 20 years. Brown grew up in Minnesota and earned her undergraduate degree from the University of Colorado-Boulder. Kate came to Oregon to attend Lewis and Clark's Northwestern School of Law, where she received her law degree and Certificate in Environmental Law. With her husband Dan, Brown raised Dan's son and daughter, who are now grown, in Portland. When Brown is not busy at the Capitol in Salem, you'll find her horseback riding or hiking. In February of 2015, Brown and her husband moved into the official residence, Mahonia Hall.
Gregory Nickels | Former Mayor of Seattle
During a lifetime of Public Service Greg Nickels has served as a Mayor of Seattle, President of the United States Conference of Mayors, King County Councilman, Delegate to the United Nations and Harvard Fellow. Greg Nickels served 8 years as Seattle's 51st Mayor from 2002 through 2009. In September 2010, Nickels was nominated by President Obama and confirmed by the U S Senate to be a Public Delegate to the Sixty-fifth Session of the General Assembly of the United Nations. Holding the rank of Ambassador, Public Delegates serve for a one-year term. While Mayor, Nickels led the effort to build light rail in Seattle and worked with regional leaders to tackle longstanding transportation problems like replacing the dangerous Alaskan Way Viaduct. Mayor Nickels made a strong commitment to public safety, achieving the lowest crime rate in over 40 years. He promoted investment in Seattle neighborhoods, supporting businesses to create good jobs. ▼
Nickels is best known for his leadership on climate protection and urban sustainability. Rolling Stone magazine called Nickels the "Pied Piper" of mayors for launching the "US Mayors Climate Protection Agreement," a grassroots effort of over 1,000 mayors taking action at the local level. The U.S. Environmental Protection Agency awarded him its 2006 Climate Protection Award. In 2009 the United States Conference of Mayors elected Greg Nickels their 67th President. He is the recipient of numerous national and local awards for his work.
Spencer Reeder | Director, Climate and Energy, Vulcan Inc.
Spencer Reeder leads Vulcan's climate and energy work within its philanthropy group. Spencer's career spans over two decades of academic, government, and private-sector work in domestic and international science, technology, and related policy, including leading USAID's climate work in Vietnam under the agency's Climate Change Resilience Development program. Spencer served as a climate policy strategist within Washington State Governor Christine Gregoire's administration and prior to that conducted geophysical field research in Central Asia, South America, and Antarctica. Spencer is a lead author for the Pacific Northwest Chapter of the 2014 National Climate Assessment and earned an M.S. in Aerospace Engineering Sciences from the University of Colorado at Boulder and a B.S. in Chemical Engineering from the University of Washington. Jeff Allen | Executive Director, Forth
Jeff Allen was hired in December 2011 as the first Executive Director of Forth, a state-supported initiative to catalyze the growth of Oregon's electric vehicle industry. Forth has leveraged over $15 million in outside investment in Oregon's rapidly growing electric vehicle industry. Under an MOU with the Governor and Oregon Department of Transportation, Forth also leads the "Energizing Oregon Coalition" to promote electric vehicle deployment. The Portland Business Journal awarded Forth an Innovation in Sustainability award in 2013, and Sustainable Business Oregon named Jeff one of its "15 people to watch" in 2014. Jeff previously served as Executive Director or organizational development consultant to several nonprofit organizations, including the Oregon Environmental Council, where he served as Executive Director from 1996-2006. She co-founded and leads Costa Rica Limpia, a citizen-strategy group devoted to renewables and clean mobility(costaricalimpia.org). She is Senior Policy Adviser at E3G - in London and Senior Associate at the Cambridge Institute for Sustainability Leadership. She was a negotiator for Costa Rica in the international climate negotiations. She has been an independent consultant to many organizations including the OECD, WRI, ODI, NREL, ECF, Climate Works, CDKN, INCAE Business School, Estado de la Nacion-Costa Rica and the UN. Previously, she directed the "Sustainable Americas" project at the Yale Center for Environmental Law & Policy and worked at Ministry of Foreign Trade in Costa Rica and Climate Change Capital in London. ▼

Max Baumhefner | Attorney, Clean Vehicles and Fuels, Energy & Transportation Program, Natural Resources Defense Council
Max Baumhefner works to make our nation's cars, trucks, and buses zero emission vehicles. He focuses on electrifying the transportation sector in a manner that also accelerates the transition to a smarter, more affordable electric grid powered by renewable resources. Michael Berube | Vehicle Technologies Office Director, U.S. Department of Energy
Michael Berube leads the Vehicle Technologies Office for the Office of Energy Efficiency and Renewable Energy (EERE). In this post, he leads an array of activities that help reduce America's dependence on foreign oil and secure a clean energy future. The Vehicle Technologies Office supports about $300 million in annual research funding for hybrid drivetrains, advanced batteries, lightweight materials, advanced combustion and fuels, vehicle systems integration, and Clean Cities deployment activities. He brings more than 25 years of experience in the automotive industry to his EERE post, specifically in the areas of environmental compliance, energy and safety policy, product development and marketing. He has worked on a broad range of electric vehicle, connected car and advanced powertrain initiatives. Dr. Vatsal Bhatt | Director of Cities and Neighborhood Developments, Green Building Council
Dr. Vatsal Bhatt consults with the U.S. Green Building Council as the Director of Cities and Neighborhood Developments, where he helped conceptualize and make operational the LEED for Cities certification program. He co-leads Application Frameworks working group on the National Institute for Standards and Technology led efforts for developing "IoT Enabled Smart Cities Frameworks" and serves on the technical advisory group for the ISO's technical committee 268 for sustainable cities. As a senior energy policy analyst at the Brookhaven National Laboratory he has worked on various national and international assignments on energy systems analysis and low-carbon development for the U.S. Department of Energy, the U.S. Department of State, the U.S. Environmental Protection Agency, the National Science Foundation, universities, foundations, and international governments. Alexis Biddle | Smart Cities Policy Advisor, DKS Associates
Alexis Biddle was the Oregon Department of Transportation's Hatfield Fellow in 2015-16 and facilitated the launch of ODOT's Connected and Automated Vehicle Steering Team. Completing his law degree and Masters in Community and Regional Planning from the University of Oregon in 2016, Alexis joined DKS Associates as their Smart Cities Policy Advisor. In this role, Alexis consults clients considering the costs, risks, and benefits of emerging connected, automated, electric and shared vehicle technologies. His interests include policies that could encourage electrification and mitigate risks of an autonomous system. In 2010, Alexis was a finalist in the Rock Skipping Championships in Franklin, Pennsylvania.
Rolf Bienert | Technical Director, OpenADR Alliance
Rolf Bienert is the Technical Director of the OpenADR Alliance. In this capacity, Rolf oversees the technical developments and the certification program of the Alliance. Before going independent, Rolf was the Technical Manager for Telecom and the Global Competence Center for emerging communication protocols at leading test house. In this role, Rolf was involved in many international standardization efforts and guided the company's efforts in these areas. Linda Bluestein | National Clean Cities Co-Director, U.S. Department of Energy
Linda is Co-Director of DOE Clean Cities since May 2008. Clean Cities is a voluntary program supporting 87 coalitions nationwide with the mission of reducing petroleum consumption in motor vehicles. She was the regulatory manager for Alternative Fuel Transportation Program fleet requirements at the U.S. Department of Energy from 2001-2008. She also has worked with the national energy laboratories to evaluate fuels on the basis of their environmental and energy benefits for inclusion under the Alternative Fuel Vehicle Transportation Program. In addition, Linda has provided input for legislative changes to the fuels and vehicles sections of various comprehensive energy bills. She has authored more than 100 articles on fuels and spoken at more than 100 energy-related events.
Josh Boone | Deputy Executive Director, California PEV Collaborative
Josh is responsible for advising and assisting the Executive Director and Chairman in development and implementation of the PEV Collaborative strategic plan, goals and policies to accelerate the electric car and charging station markets in California. In addition, he oversees day-to-day operational direction across all programs, including leadership and guidance to staff. Baerte de Brey | Chief International Officer, ElaadNL
Baerte de Brey is the Chief International Officer within ElaadNL. ElaadNL is the knowledge and innovation centre in the field of (smart) charging infrastructure and is owned by the Dutch DSOs. Responsible for analyzing the long-term effect of electric mobility on the electricity grids, Baerte helps building a sustainable business case around this transition. This includes vehicle2grids, EV-storage and customer behavior research. He graduated from Leiden University in 2001 with a law degree and received a MBA from Nyenrode Business University in 2006. As an expert for the European Commission he sometimes reviews collective European programs concerning EV interoperability and smart charging.
Tonia Buell | Project Development Manager, Innovative Partnerships, Washington State Department of Transportation
Tonia co-created and manages Washington's segment of the West Coast Electric Highway, an electric vehicle (EV) fast charging network along I-5 and other major roadways. Tonia was instrumental in the electric highway project from conception to implementation. She co-developed the project scope, helped secure federal funding, spearheaded the branding and marketing, and coordinated efforts with British Columbia, Oregon, and California. In collaboration with dozens of stakeholders, Tonia led the development of the Washington's Electric Vehicle Action Plan with policy recommendations to help the state reach its goal of 50,000 plug-in EVs by 2020. Tonia is now working to strengthen and expand Washington's highway charging network through the state's EV Infrastructure Pilot Program. Tonia is a seasoned professional with a passion for innovative and sustainable transportation projects. She holds a Master of Business Administration from Golden Gate University. Tonia is a co-chair of West Coast Electric Fleets and the Board Secretary for Plug In America. She lives and works in Olympia, Washington.
Eric Cahill | Program Director, Plug In America
Eric is a recognized expert and innovation professional in the electric transportation and new mobility space. Prior to Plug In America, he held roles in strategy, product development and program management at GM, Boeing, and Tier One supplier Quantum Technologies. He later directed the global Automotive X PRIZE competition that awarded $10M to the winning teams achieving over 100 MPGe. As an independent consultant, Eric was a core member of the Department of Energy's Future Transportation Fuels Study, which advanced actions to overcome commercial barriers to electric vehicles (EVs) and accelerate consumer adoption. He earned an engineering degree from USC and graduate degrees in management and technology policy from MIT's Sloan School of Management. He was recently awarded a PhD in Transportation Technology and Policy at UC Davis where his study of the role of new car dealers in EV deployment won him recognition as Outstanding Student of the Year by the National Center for Sustainable Transportation. Dr. Cahill has been featured in The New York Times, Roll Call, The Detroit News, Automotive News and WIRED magazine.
Chuck Caisley | Chief Customer Officer, Vice President, Marketing and Public Affairs, KCP&L;
As chief customer officer and vice president of Marketing and Public Affairs, Chuck Caisley leads the Energy Solutions and Public Affairs areas with responsibility for the company's small-scale generation projects, energy products and services platform, energy efficiency and demand response portfolio, community and customer strategy and communications, marketing, economic development, governmental affairs and public relations functions. He joined KCP&L; in 2007 as director of Governmental Affairs. ▼
Prior to joining KCP&L;, he was president of the Missouri Energy Development Association, the trade association for Missouri's investor-owned natural gas, water and electric utilities. In 2004, Mr. Caisley served as both the chief of staff and top political advisor to Missouri House Speaker Catherine Hanaway -- the first woman Speaker of the Missouri House. During his tenure, he was instrumental in passing several landmark pieces of legislation, including tort, nursing home and foster care reform, and increased life-sciences research funding.
Actively involved in the community, Mr. Caisley serves as co-chairman of the board of directors and a member of the executive committee of the Kansas City Area Development Council (KCADC). He also is the chairman of the Kansas City Zoo board of directors and a member of the Kansas City Missouri Environmental Protection Committee. In addition, Mr. Caisley currently serves as chairman of the board of directors for Missouri Employers Mutual, a workers' compensation mutual insurance company located in Columbia, Mo.
Mr. Caisley is the former chairman of the Missouri Energy Council, a former member of the Missouri House of Representatives Reapportionment Commission, the former chairman of the Kansas City Zoological Tax District Commission and a former member of the board of directors of Hope House and Kansas City LISC.
He graduated with honors from the University of Illinois in Urbana-Champaign with a Bachelor's degree in political science. He has also earned a Juris Doctorate degree from St. Louis University School of Law and a Master of Business Administration from Washington University in St. Louis.
Michele Chait | Director, Energy + Environmental Economics, Inc.
Michele Chait has over 20 years of experience in the electricity sector. Since joining E3 in 2006, she has led finance and asset valuation and developed E3's practice supporting large users of electricity to achieve cost reductions. As rate consultant to the Port of Long Beach, she negotiated SCE's Rate Schedule ME which provides electric rate discounts supporting critical electrification and air quality improvement projects at the Port. These rate discounts are expected to yield over $300 million in savings over the term of the agreement. Her expertise also includes structured finance, power project development, energy efficiency, and distributed energy resources. She holds a BA in Mathematics and Middle Eastern Studies from the University of California at Berkeley, and an MBA with a concentration in finance from the University of Chicago.
Gina Coplon-Newfield | Director, Electric Vehicles Initiative, Sierra Club
Gina Coplon-Newfield joined Sierra Club staff in 2010 to lead a new national Electric Vehicles Initiative. Sierra Club is the nation's oldest and largest grassroots environmental organization with more than 2.7 million supporters and chapters in all 50 states. In her role, Coplon-Newfield coordinates a team of more than 30 staff from various departments and several volunteer leaders focused on electric vehicles (EVs) and transportation efforts. Areas of focus include: advocacy for city, state, and utility policies to accelerate EV adoption; advocacy for transit agencies to invest in zero emission buses; advocacy for strong federal vehicle and state ZEV regulations; and public outreach through such efforts as National Drive Electric Week, media outreach, and Sierra Club's online EV guide. Coplon-Newfield has 20 years of professional experience running campaigns for environmental, health, and human rights organizations, including Physicians for Human Rights, the US Campaign to Ban Landmines, Second Nature, and Green Corps. ▼
She earned a B.A. from Tufts University and a Master's in Public Administration at Harvard University's Kennedy School of Government where she wrote a case study published by Harvard Law School on the advocacy efforts that led to the 2007 law increasing U.S. vehicle fuel economy standards. Coplon-Newfield has been widely quoted and published in various media outlets and has a regular blog in Huffington Post. She lives in Cambridge, MA with her husband, two daughters, and two plug-in vehicles.
Genevieve Cullen | President, Electric Drive Transportation Association
Genevieve Cullen is the President of EDTA, the cross-industry trade association promoting the electrification of transportation. Prior to becoming President, she served as EDTA's Vice President and lead the organization's policy and advocacy efforts. Genevieve has extensive public and private energy policy experience, including serving as energy counsel to two U.S. Senators and as a consultant to the Department of Energy. In her capacity as an advocate for private sector initiatives, Cullen promoted advanced technology solutions to diverse energy and environmental challenges. A graduate of Washington College of Law and Bucknell University, Genevieve is a member of the District of Columbia bar.
Jamie Dean | Program Director, The 11th Hour Project

Previously, Jamie led the Agriculture subprogram at the David and Lucile Packard Foundation, and worked for the U.S. Fair Trade Certification organization, Fairtrade USA. She has an MBA from the Haas School of Business and an undergraduate degree in Environmental Studies from U.C.L.A.
Jessie Denver | Energy Program Manager, San Francisco Department of the Environment
Jessie Denver is the San Francisco Department of the Environment's Energy Program Manager where she leads a diverse team working on energy efficiency, renewables, energy storage and zero emission vehicle programs and policy development. Prior to joining the City, Jessie served as Program Director at the nation's leading solar policy advocacy organization, Vote Solar. With 20 years of experience developing energy policy and programs, she also served as the City of San Jose's Energy Officer, and began her career at the U.S. Environmental Protection Agency as an Environmental Scientist. Jessie is an adjunct faculty member in the Environmental Studies Department at San Jose State University and has taught sustainable energy courses at the University of California, Berkeley. She holds a Master's degree in Environment and Community Planning and a Bachelor's degree in Environmental Studies with minors in Appropriate Technology and Environmental Ethics.

Andrew Dick is the Connected, Automated, and Electric Vehicle Advisor for the Oregon Department of Transportation. Andrew is responsible for advising ODOT on advanced technology vehicles and how the agency will have to respond to a changing transportation system. Previously, he spent seven years working on electric vehicle policy and ZEV program implementation for NESCAUM, the facilitator for the Multi-State ZEV Task Force. Andrew holds a Bachelor's in International Political Economy from Colorado College.

Patrick Duan | Vice President of Operation, BYD Motors Inc.
Patrick joined BYD in 2004 and served as a lead design engineer for two years at BYD's Motor Development Division where he was responsible for engine modeling and performance analysis. Patrick relocated to BYD America Corporation's headquarters in Chicago in 2006 taking charge of BYD's market sales of cell phone batteries and key accounts. In 2012 Mr. Duan was transferred to Los Angeles and has since been promoted to the position of BYD's Vice President of Operations. Patrick received his degree in Mechanical Engineering from Beijing Institute of Technology in 2004.
Tim Echols | GA Public Service Commissioner
A younger Tim Echols was selected by the Atlanta Airport Rotary Club as "Student of the Year" from his high school in 1978. While at the luncheon, he met Truett Cathy, the founder of Chick-fil-a, a member of the Atlanta Airport Rotary Club. After the meeting, Truett invited Tim to come by his Hapeville office and there gave him a set of motivational tapes and a challenge. Echols said the tapes changed his life and as a result of listening to Zig Ziglar and his teaching, Echols set a goal to be a statewide elected official. After building a national non-profit organization, Echols ran for and was elected to statewide office in 2010 serving as Public Service Commissioner. His primary job is energy regulation. When Echols took office, Georgia was 34th in solar power. Now, 7 years later the state is 5th in the nation in approved solar.▼
Echols' commitment to promoting clean energy has resulted in not only millions of solar panels being installed in Georgia, but has resulted in more electric vehicles as well. Our state is second in the nation in electric vehicles--only behind California. Echols created the Clean Energy Roadshow that has traveled the state every summer for the last six years. This educational event travels to cities around the state helping commuters, businesses and municipal governments evaluate alternative fuel for their transportation and residential use. When he is not managing Georgia's energy portfolio, Echols is helping Atlanta's children. He created the Unholy Tour that serves as a rolling seminar on child sex trafficking and the harm it is causing to the youngest of our citizens. The tour is credited with rescuing two children in Atlanta.
Echols, who has a Masters degree in Non-Profit Organizations, considers the charities in our state a great resource. Echols founded TeenPactand grew the mock legislative youth program for teens to 38 states in his tenure. He continues to serve on the Board of Directors. He most recently created the William Wilberforce Weekend for young men--founded after the great abolitionist Wilberforce, who helped end the slave trade in Great Britain. Tim also has been at the forefront in fighting human sex trafficking. He created the "Unholy Tour" that helps policy makers see first-hand the harms of human trafficking.
Tim has tried to lead by example. He added solar hot water heating to his Athens home just before being sworn-in. He bought a natural gas car, a propane van and owns two electric cars. Tim also led the effort to provide the Salvation Army and two other agencies with $5 million to help low income seniors in Atlanta with heating assistance. That program continues today. Tim created a pilot program to provide specially equipped IPADS to the hearing impaired to help them function more productively. That programs continues today as well.
Recognizing that ultimately his job is about helping plan Georgia's energy future, Tim has supported and approved new carbon-free nuclear energy sources for Georgia that will provide baseload power for generations. Tim supports recycling the nuclear waste and using the remaining energy resident in those fuel rods as the most sustainable course of action for the state and nation. He has represented the United States at the World Nuclear Exhibition for the last four years.
Tim and his wife, Windy, have been married 33 years and they have seven children. He lives in Jefferson, Georgia. His wife is with him at our conference, and his son is in the Coast Guard, stationed in Valdez.

Beyond leading companies, over 700 US university campuses have now made carbon neutral commitments, alongside sports federations, cities, countries - and now, even the 2016 Paris Climate Accord with its carbon neutral goals for the planet by 2050. Recently she helped catalyze Chevrolet's 2010 commitment to invest $40m in carbon credit projects across the US to reduce up to 8m tons of CO2 emissions, convening its Environmental Advisory Board and creating the new VCS Campus Clean Energy Efficiency Methodology, which enabled Chevy to pioneer carbon credit revenue support for clean energy leadership at US Universities and schools. Invitations to the White House resulted for GM, university leaders and Hall, as the Obama Administration catalyzed commitments from hundreds of leaders to support the 2106 Paris Climate Accord.
GM most recently asked Hall to develop the carbon business case to evaluate how carbon market capital could generate returns to accelerate investment in EV charging systems. Given a compelling 5-10% return on capital, Hall convened the EV Charging Carbon Coalition (EVCCC), which VW Group/Audi, Exelon, EVgo, Siemens, Connecticut Green Bank, Siemens and the Carbon Neutral Cities Alliance joined as founding members. EVCCC is now developing a new VCS accredited EV charging carbon methodology, which will open up the carbon markets as a new source of capital to accelerate EV charging system investments. Interest across the country and internationally has been strong to examine how this new voluntary market methodology can be leveraged to optimize carbon financial incentives for electric transportation, even in the midst of existing regulatory systems such as states' cap and trade legislation.

Joe Halso | Associate Attorney, Sierra Club
Joe Halso is an Associate Attorney at the Sierra Club, where he works to electrify our nation's transportation sector. Before being appointed by Mayor Wheeler he served as the Assistant Director for the Portland Bureau of Transportation (PBOT) where he joined in April 2015 after spending nearly a decade of service in a variety of executive leadership roles for the past three mayors of Washington, DC, including DC Mayor Muriel Bowser. Before his appointment as the PBOT Assistant Director, he served as the Chief Administrative Officer for the DC Office of the Chief Technology Officer (OCTO), an agency with an operating budget of over $100 million and responsible for operating over $1 billion in municipal IT assets. He also managed the most successful census count in the history of the District of Columbia as the DC Counts Campaign Director starting in October 2009 leading the process to engage, educate and mobilize the District's residents to participate in the 2010 US Census, which translated into billions in federal assistance for the District of Columbia. He began his District Government career in the summer of 2007 by serving as the Chief of Staff for OCTO under then-CTO and first U.S. Chief Information Officer Vivek Kundra. Prior to arriving in the District to serve in the Fenty administration in July 2007, he was appointed as the Deputy Press Secretary for then-Virginia Governor and now-U.S. Senator Tim Kaine where he was the governor's traveling press and logistics point person. Mike has been a power plant engineer for both thermal and hydro generation, as well as a nuclear reactor operator. Mike began his career as an officer in the U.S. Navy. Jukka Kukkonen | Founder, PlugInConnect
Jukka Kukkonen is the founder of PlugInConnect, a Minnesota-based electric vehicle market and technology consulting firm. He has helped organizations build successful strategies for the rapidly developing PEV market in the areas of apartment, condominium, workplace and DC fast charging. Jukka has given dozens of EV presentations and workshops since 2010. He has trained a wide variety of stakeholders, from architects and auto salespeople to utility company personnel and public utility commission staff. In 2012 he started the MN PEV Owners Circle that has grown to become one of the largest and most active regional plug-in vehicle owner groups in the nation. He also works as EV market advisor for Fresh Energy. Robert Langford | Manager, Plug-In Electric Vehicle Sales, Honda
Robert has been involved with the automotive business virtually all of his adult life, including the last 32 years with American Honda. Robert has been in the Advanced Powertrain department since 2011, and was the project lead for the Fit EV and Accord Plug-In vehicles. In addition to currently working with various departments and dealers on the launch and sale of the Honda Clarity brand of electric vehicles (Fuel Cell, Electric, and Plug in Hybrid) a large part of Robert's activities involve interacting with Honda dealers, customers, and industry organizations to promote adoption of electric vehicles.
Megan Lohmann | Head of Community Energy Management, Community Energy Association
Megan Lohmann is Head of Community Energy Management for the Community Energy Association with over ten years of experience working with local governments and communities in developing energy and emissions plans, and facilitating implementation of a variety of energy initiatives. Megan lives in southeastern British Columbia and is the Regional District of East Kootenay Community Energy Manager. In this capacity, she has expertly navigated the development and implementation of Accelerate Kootenays, a strategy to deploy EV infrastructure in the Kootenays. PhD Angel López Rodríguez currently serves as Director of Barcelona's Electric Vehicle Program and Executive Director of the LIVE Platform, a public-private partnership that aims at promoting sustainable urban mobility in Barcelona. Prior to this, Mr. López served as Director for Mobility and Infrastructure at Barcelona City Council. In the past, he worked in major projects for the city councils of Madrid and Barcelona, the Catalonian regional government, the Spanish Directorate of Traffic (DGT) and the Spanish Ministry of Public Works, and had management responsibilities in private high-tech companies. His areas of expertise include traffic management, road safety and public transport systems. He holds a MSc and a PhD in civil engineering from Polytechnic University of Catalonia.
Nic Lutsey | Program Director, The International Council on Clean Transportation
Dr. Nic Lutsey directs the International Council on Clean Transportation's electric vehicle work and co-leads the ICCT's United States activities. Nic manages the ICCT's role as the Secretariat for the International Zero-Emission Vehicle Alliance. He has co-authored 19 peer-reviewed journal articles and dozens of reports on technology potential, regulatory design, and cost-effectiveness for vehicles and alternative fuels. He received a B.S. in Agricultural and Biological Engineering from Cornell University and a Ph.D. in Transportation Technology and Policy from the University of California, Davis.
Lauren McCloy | Legislative Director, Washington Utilities and Transportation Commission
Lauren McCloy is the Legislative Director for the Washington Utilities and Transportation Commission, where serves as the commission's liaison to the state Legislature and the Governor's office, and develops and coordinates the UTC's legislative activities. Lauren was previously a policy advisor at the UTC, and has advised the commissioners on energy policy and legislative issues since 2014. Lucy McKenzie | Senior Consultant, Energy and Environmental Economics
Lucy McKenzie is a Senior Consultant at Energy and Environmental Economics (E3), where she focuses on the economics of distributed energy resources. Lucy has led work for utilities in Washington State, New York and California that quantified the benefits of EVs to ratepayers, fleet managers and society as a whole, and the potential value of implementing smart charging measures. Collaborating with researchers at Lawrence Berkeley National Laboratory, Lucy recently assessed the potential value to the grid of advanced demand response and other flexible-load resources (including EVs) in a high-renewables future. For Pacific Gas and Electric, she built a model to identify optimal locations for public DC fast chargers and surveyed best practices for their siting. Lucy holds a Masters degree in Public Policy from the University of California, Berkeley, as well as Bachelors of Economics and Commerce (Finance and Accounting) from the University of Queensland in her home country of Australia.

Patricia Monahan is the Transportation Program Director at the Energy Foundation (EF), a philanthropic organization whose mission is to promote the transition to a sustainable energy future. The Transportation Program provides grants to a wide range of organizations to advance policies that improve vehicle efficiency, promote cleaner fuels, and support transportation electrification. Susan Mora-Schrader | Director Utility Initiatives, Exelon
As Exelon's Director of Utility Initiatives, Susan provides strategic national energy policy direction for Exelon's six electric utilities serving over 10 million customers. She works closely with Exelon's strategy, policy and regulatory groups to provide linkage between corporate policy positions and business strategies and plans. Susan also supports Exelon Utilities with external stakeholders and outreach campaigns. Issues of particular focus include EV infrastructure, renewable and microgrid integration, storage and rate design. Prior to joining Exelon, Susan served as the primary interface with the U.S. Congress, White House, federal agencies and national industry associations for Pepco Holdings, a company with multiples utilities in the Mid-Atlantic region. Susan as spent a number of years as a public affairs consultant focused on assisting clients in their outreach to Congress and a dozen years lobbying across the country at the state and local levels for a variety of businesses and trade associations. Terry is responsible for product strategy and market development for EVgo. The company is the leading provider of fast charging to electric vehicles of all makes. Terry began his career with Edison International, where he contributed to founding four businesses in energy, security services, and electric vehicle charging. He went on to cofound EV Rental Cars, which was the first rental company in the United States to offer only environmental vehicles, such as hybrid, natural gas, and electric cars to the general public. It served fifteen airports in six states and more than 500,000 customers, with over 700 cars. Before Epyon, Johan spent seven years in Silicon Valley, where he held key business development as well as sales and marketing positions for several companies including Philips Digital Transmission Systems, Philips Software, NXP Software and Geotate. Prior to that, he held business development positions at IMEC Belgium, Uniden Europe and PKI Germany. Lynn Peterson | Transportation Consultant
Lynn Peterson is currently working with State Department of Transportations across the United States to train and implement Performance Based Practical Design (an alternative project development and delivery methodology that results in lower cost, context appropriate designs). She is also currently running for office in the Portland Metro region, population of 1.8M people, for the position of Metro Council President. Metro is the only elected regional government in the country. She was most recently the Secretary of the Washington State Department of Transportation. Peterson oversaw an agency of 6,800 employees, with responsibility for 18,600 lane miles of highway, 3,700 bridges, general aviation airports, passenger- and freight-rail programs, and the Washington State Ferry system, the nation's largest. Lynn is a nationally recognized transportation and land-use integration expert, having worked as both a transportation consultant and a strategic planning manager for TriMet, Portland, OR's regional transportation agency. Lynn started her career as a highway design and construction engineer at the Wisconsin Department of Transportation. Later she specialized in traffic engineering. Jim Piro is President and Chief Executive Officer of Portland General Electric (PGE), and has 41 years experience in the utility business. Karl Popham | Manager, Electric Vehicles & Emerging Technologies, Austin Energy
Karl Popham is the first and current Electric Vehicles & Emerging Technologies Manager at Austin Energy, the nation's 8th largest public power utility. He has had the unique viewpoint to lead from the ground up its EV program strategy, operations, policy input, business models, and projects. This includes the Plug-in EVerywhere network, rebate programs, an award-winning marketing campaign, the "Electric Drive" project, city EV fleet rollout, autonomous EV planning, EV-grid integration pilots, and a residential time of use rate called EV360. Spencer Reeder leads Vulcan's climate and energy work within its philanthropy group. Spencer's career spans over two decades of academic, government, and private-sector work in domestic and international science, technology, and related policy, including leading USAID's climate work in Vietnam under the agency's Climate Change Resilience Development program. Spencer served as a climate policy strategist within Washington State Governor Christine Gregoire's administration and prior to that conducted geophysical field research in Central Asia, South America, and Antarctica. Spencer is a lead author for the Pacific Northwest Chapter of the 2014 National Climate Assessment and earned an M.S. in Aerospace Engineering Sciences from the University of Colorado at Boulder and a B.S. in Chemical Engineering from the University of Washington. Laura Renger | Principal Manager, Air & Climate, Regulatory Affairs, Southern California Edison
Laura Renger is the Principal Manager of Air & Climate in the Regulatory Affairs organization at Southern California Edison (SCE). In this position, Laura leads a team responsible for the utility's regulatory and legislative policy concerning air quality, climate change and transportation electrification. As the regulatory lead for transportation electrification programs, Laura routinely speaks to a wide-variety of audiences, including conferences and industry events domestically and internationally. She has testified twice before California Public Utilities Commission concerning the implementation of the transportation electrification provisions of SB 350 and serves as SCE's lead for the transportation electrification proposal that was filed at the CPUC on January 20, 2017. ▼
Prior to this position, Laura was a Senior Attorney in the SCE Law Department, primarily focusing on air quality, climate, safety, and transmission project licensing. She is the immediate past chair of the Environmental Section of the Los Angeles County Bar Association and the current Treasurer of Neighborhood Legal Services of Los Angeles. Laura also serves as the Secretary of CalSTART (an organization dedicated to the growth of the clean transportation industry) and as the Treasurer of the California Electric Transportation Coalition (a non-profit association dedicated to the promotion of economic growth, clean air, fuel diversity and energy independence through the use of electric transportation). Laura holds a B.A. from Occidental College and a J.D. from Columbia Law School. She lives in Los Alamitos, California with her husband and nine-year-old son, Jack.
Robert Rizzo | Director of Operations, Eluminocity
Robert Rizzo, Director of Operations-Eluminocity US INC, has over 22 years of extensive business experience in the battery electric vehicle industry. As Director at Eluminocity, Robert is responsible for the current deployment of Electric Vehicle Charging Infrastructure in Seattle and throughout the United States. Prior recent experience with EVgo in the west, Robert was Director of Field Service at Ecotality, he directed, led and developed many of the requirements for the field installation deployment of 13200 electric vehicle charging stations assets to support The "EV Project". This project was a $230M US Department of Energy project to deploy and analyze data collected from vehicles and EV charging infrastructure. While working 12 years at Electric Transportation Engineering Corporation, Robert managed the field operation activities for over 6200 Off-Road Fast Charging assets for Minit-Charger. Robert's education began in electrical design engineering in Los Angeles while President and CEO of Charging Ahead Electric, one of the pioneer company's who installed the first 400 Electric Vehicle Supply Equipment in the 90's for GM, Nissan, Ford, Honda and Chrysler.
Danilo Santini | Senior Economist, Argonne National Laboratory
Dr. Santini was chair of the Chicago Chapter of the International Association of Energy Economists from 1985-86. He served as chair of the Alternative Fuels Committee of the National Research Council's Transportation Research Board from 1996-2002 and is now Emeritus. From May of 2001 to 2014 Dr. Santini was one of the Department of Energy's technical representatives for the U.S. to the International Energy Agency Implementing Agreement on Electric and Hybrid Vehicles. He became Senior Economist in 2003. From 2003 to 2006 he was a member of the American Transportation Research Institute's Research Advisory Committee. He was a member of the Transportation Research Board's Committee on Land Use, Vehicle Miles of Travel, and Energy from 2008 to 2009. In 2010 he was awarded the Society of Automotive Engineers' Barry McNutt prize for Excellence in Automotive Policy Analysis for work on Plug-in Hybrid Electric Vehicles. Dr. Santini has authored, co-authored or edited over 200 articles, reports, and conference papers.

Vivian is second-generation bilingual Chinese American, born and raised in inner city Chicago. She believes in the power of organizing, the efficacy of people-centered public policy, and the theraputic benefits of a long bike ride. Vivian is currently the Deputy Director at OPAL Environmental Justice Oregon, where she's helped bring grassroots-led campaigns and coalition efforts around issues such as lifting Oregon's 17-year long ban on inclusionary zoning, and the extensions of transfer times on TriMet, to success.

Jill Sciarappo is the strategic marketing director for the Autonomous Driving Group (ADG) at Intel Corporation in Chandler, Arizona. ADG develops innovative technology for advanced driver assist systems and autonomous driving solutions, creating in-car platforms needed to power sophisticated, highly automated driving solutions. Jill graduated from Arizona State University in 1995 with a bachelor's degree in Electrical Engineering. She lives in Arizona with her husband, Steve and their three daughters; Shea, Sloan and Stella.
John Smart | Group Lead - Advanced Vehicles, Idaho National Laboratory
John Smart is the leader of the Advanced Vehicles group in the Energy Storage and Advanced Vehicles department at Idaho National Laboratory. John has led research teams in regional and national plug-in electric vehicle demonstrations and is currently leading projects in vehicle/grid integration and smart mobility. Prior to coming to INL, John was a product engineer in Powertrain Product Development at Ford Motor Company. He holds a Bachelor of Science degree in Mechanical Engineering from Brigham Young University. He enjoys exploring the Idaho wilderness with his wife and three sons, who are training him to become the world's best boy scout leader.
Brian Spak | Customer Energy Solutions Manager, Portland General Electric
Brian Spak is Manager of Portland General Electric's Customer Energy Solutions team, which is responsible for developing new customer programs focused on transportation electrification, energy storage, demand response, renewable energy, and the company's Smart Grid Report. Prior to his current role, Brian managed PGE's federal government affairs work, and before moving to Portland in 2013, he spent 10 years in Washington, DC's energy and environmental arena, helping Fortune 500 companies design and implement corporate sustainability strategies and advising clean tech startups and trade associations on business and policy strategy. Brian earned a liberal arts degree from Penn State and a masters in global environmental policy from American University.
Tyler Svitak | Energy and Transportation Administrator, City and County of Denver
As the Energy and Transportation Administrator for the City and County of Denver's Department of Environmental Health, Tyler is responsible for designing and implementing programs, policies, and projects that decarbonize the transportation sector and assist in achieving the City's 2020 and 2050 sustainability goals. While at the City Tyler lead multiple local and federal grants, including the transportation electrification section of Denver's $50 million Smart City Challenge finalist application, and finalized a goal of deploying 200 EVs by 2020 in Denver's fleet. Before coming to the City, Tyler was the Director of Air Quality and Transportation for the American Lung Association in Colorado where he oversaw multiple programs and staff that improved air quality in the state, including two U.S. Department of Energy Clean Cities coalitions that reduce petroleum in the transportation sector. Tyler works to develop stakeholder relationships and has been essential in developing a friendly policy and operational environment for EVs in Denver.
Andrew Swanton | Vice President of Sales, BYD
Andy Swanton is the Vice President of Sales for BYD, which is the world's largest manufacturer of electric vehicles. BYD is a vertically integrated original equipment manufacturer and makes all of the critical components for their electric vehicles, including the batteries, high voltage control components, and motors. Andy is BYD's VP of Sales for their electric truck business in North America, including delivery, freight, and refuse trucks. BYD currently has trucks in operation or is in the process of building trucks for UPS, Goodwill Industries, the ports of Los Angeles, Long Beach, San Diego, and Oakland, BNSF Railway, Los Angeles Sanitation, and many other customers. Andy also manages strategic all-electric transit bus customers such as Los Angeles Metro. He is responsible for sales, marketing, project management, engineering, and manufacturing for all projects that he manages. Andy has engineering degrees from Tufts and MIT, and an MBA from Harvard.
Rami Syväri | Head of International Sales & Business Development, Fortum Charge & Drive
At the age of 16 he started working as a correspondent and translator for the management of the oldest tank-truck producer in Scandinavia, located in Hämeenkyrö, Finland. During his BBA studies worked for a start-up with innovative optical fiber applications, also representing the company in Germany for a year. After his studies he joined Mäkitorppa, the leading Finnish mobile phone retail chain and participated in its expansion to Germany, heading sales in the North Rhine-Westphalia area and later in whole Germany. He then moved to a sister company Tropolys - a group of local telecom providers in Germany - where he headed the product line of carrier voice products. After his return to Finland he joined E.ON Finland as Sales Manager heading the B2B sales of the electricity division. Following the acquisition by Fortum, he has had positions in sales and delivery management. For the past 5 years he has been working with new business and since 2012 as the Country Manager Finland for Fortum Charge & Drive, the leading charging operator in the Nordics. ▼
Since 2014 he has been responsible for the international expansion of Charge & Drive, providing operators and infrastructure investors with Charge & Drive's leading, cloud-based charging business system, which offers solutions to customer experience, infrastructure management, and business management. Rami Syväri also serves as member of the board for the Electro Mobility branch of the Federation of Finnish Technology Industries.
Lisa Thurstin | Senior Manager, Environmental Programs, American Lung Association Minnesota
Lisa Thurstin is Twin Cities Clean Cities Coalition coordinator and senior manager of clean fuel and vehicle technologies for the American Lung Association in Minnesota Clean Air Choice program. Lisa, has served as the TC4 coordinator since 2007 and worked on alternative fuel development activities in Minnesota and across the upper Midwest since 2001. In 2011, Lisa was recognized as a Clean Cities National Leader. Lisa serves on Drive Electric Minnesota and is the project investigator for the recently awarded DOE-funded project titled Midwest EVOLVE, a seven-state experiential project to educate drivers and promote electric vehicles.
Diane Turchetta | Transportation Specialist, Federal Highway Administration
Diane Turchetta is an Environmental Protection Specialist in FHWA's Office of Natural Environment (HEPN), and primarily works on transportation and climate change issues. Diane has been with FHWA for 17 years in various positions working on a variety of transportation-related air quality matters including energy use, alternative fuels and freight emissions. She holds a Bachelor of Science degree in Public Administration from the Pennsylvania State University and a Masters Degree in Public Administration from Virginia Polytechnic Institute and State University. Before joining the U.S. DOT, Diane worked at the U.S. Environmental Protection Agency on fuel-related issues.
Marta Van den Bergh | Junior Project Manager, Research & Innovation, UITP
Marta Van den Bergh - Goralczyk holds a Master's Degree in English Studies (specialisation in neurolinguistics), obtained in 2014 from Adam Mickiewicz University in Poznan, Poland. Being enthusiastic about green mobility, she joined the International Association of Public Transport (UITP) in 2014 to support the team of Research & Innovation. She works as Project Manager, mainly on bus projects such as ZeEUS (Zero Emission Urban Bus System) and JIVE (Joint Initiative for Hydrogen vehicles across Europe).

Kevin Walkowicz | Simulation, Testing and Integration Group Manager, National Renewable Energy Laboratory
Kevin Walkowicz is the Manager of the Simulation, Testing and Integration Group within the Transportation and Hydrogen Systems Center at the National Renewable Energy Laboratory - which has a mission to develop solutions to reduce U.S. energy consumption and increase the use of domestic renewable resources. His group supports the U.S. Department of Energy's Vehicle Technology Office as well as other key industry partners and focuses on acquiring advanced transportation data, developing analysis, simulation & visualization tools and conducting vehicle and infrastructure tests including projects associated with connected and automated vehicle research. While at NREL, his primary focus has been on understanding performance across all vehicle technologies as it relates to usage and duty cycle. Prior to joining NREL in January 2001 he worked at General Motors Corporation leading fuel system and advanced evaporative emission control system projects. He holds a B.S.M.E from Lawrence Technological University and a M.S. in engineering from Rensselaer Polytechnic Institute.
Yunshi Wang | Director, China-U.S. ZEV Policy Lab, China Center for Energy and Transportation, ITS-UC Davis
Yunshi Wang serves as Co-director, China-U.S. ZEV Policy Lab and the director of the China Center for Energy and Transportation of the UC Davis Institute of Transportation Studies. As an energy economist, Mr. Wang has worked with the World Bank on China related energy projects and energy demand projection as well as with the Japanese government in Asia, Africa, and Latin America. He has conducted research on Chinese economic issues with Lester Thurow, dean emeritus of MIT Sloan School of Management and globally known economist. He participated in the promotion of Sino-U.S. cooperation in clean vehicles and conducted research in Chinese vehicle population and its energy consumption projection, consumer responses to electric-drive transportation and zero emissions vehicle policy analysis.
Meghan Weinman | Product Development Manager, Puget Sound Energy
Meghan Weinman is a Product Development Manager at Puget Sound Energy focused on transportation electrification and new product/service offerings for PSE's customers. Prior to joining PSE, Meghan managed domestic and international programs focused around climate, environment, and natural resources. Meghan holds an MBA from the Kellogg School of Management (Northwestern), a MS in Environmental Engineering from the University of Texas, and a BS in Civil Engineering from Rensselaer Polytechnic Institute.
Harm Weken | Managing Partner, FIER Automotive
Harm Weken is since 1995 managing Partner of FIER Automotive, a business development company in the international automotive sector, with a focus on electric mobility. Harm is also chairman of the board of Foundation Limburg Electric and member of the Council of Advisors at Forth. From 2007 till 2015 he has been Board-Director of EASN ltd, a European platform for automotive clusters and starting-point of various EU-projects. The core of his work is national and EU project initiation and development in electric mobility for private companies, public authorities and consortia. It includes consortium building, business planning and acquiring the required (public) funding. As part of business development support programs, Harm has initiated and led numerous trade and innovation programs and missions for Dutch companies in Europe and overseas.
Brett Williams, Ph.D. | Principal Advisor, Clean Transportation, Center for Sustainable Energy
Dr. Brett Williams is Principal Advisor for the Clean Transportation Department at the Center for Sustainable Energy (CSE). He is a point person for EV market analysis, stakeholder engagement, policy analysis, and business development. Many of his activities are carried out in support of California's $390 million Clean Vehicle Rebate Project, for which he manages transparency and evaluation efforts, as well as for related activities in other states. Brett has an undergraduate degree in Physics / Public Policy Analysis from Pomona College (Claremont CA), a master's degree in Environment & Development from Cambridge University (UK), and PhD in Transportation Technology & Policy from UC Davis. Previously was researcher for Amory Lovins at the Rocky Mountain Institute, a postdoctoral scholar at UC Berkeley, and an Assistant Adjunct Professor of Public Policy at UCLA.
ZhanHui Yao | Director in Automobile Policy Research, China Technology and Automotive Research Center
He has worked as an engineer in Automobile Policy Research Center of CATARC in China since 2009.
